Jackie Moy is a partner in the Energy Section of Porter Hedges. Her practice focuses on upstream, midstream, and marketing transactions and energy-related project work, both onshore and offshore.  With experience as both outside and in-house counsel, Jackie has successfully advised all levels of business clients on strategic transactions and major project work, including:

  • Deepwater Gulf of Mexico oil and gas gathering and transportation agreements involving multi-party producer group negotiations
  • Deepwater Gulf of Mexico pipeline construction contracts
  • Oil and gas gathering, transportation and storage agreements and related FERC and Texas Railroad Commission regulatory matters
  • Complex gas gathering and processing agreements involving long-term minimum volume commitments, property dedications and detailed release provisions, facility upgrade requirements and quality remediation provisions designed to ensure maximum flow assurance, and tiered and adjustable rate structures
  • NAESB and bespoke long-term purchase and sale contracts for natural gas, NGLs, and crude oil
  • Crude oil and NGL product exchange agreements
  • NGL transportation and fractionation agreements
  • FERC Section 7(c) natural gas tariffs and Section 311 Statements of Operating Conditions
  • Facility construction and ownership agreements and related joint venture contracts
  • EPC contracts for pipelines, compressor stations, and other midstream CAPEX projects
  • Master service agreements, IADC drilling contracts, engineering service agreements, master time charters, supply contracts, and equipment rental contracts
  • ISDA Master Agreements and Credit Support Annexes
  • Conventional and mezzanine reserve-based financings

Prior to entering the legal profession, Jackie was a practicing CPA, licensed in Texas. She was selected as a Texas Rising Star in 2005, 2006 and 2007 by Law & Politics and Texas Monthly. 

While in law school, Jackie served as Houston Law Review, Executive Editor and Houston Business and Tax Law Journal, Articles Editor. Jackie is also a member of the Order of the Barons.
